Smoking Laws in the UAE

Federal Law No. 15 of 2009 on Tobacco Control is the primary legislation. It covers cigarettes, shisha, IQOS sticks and all electronic nicotine products. Key rules visitors should know:

  • Age limit: 18 and over for buying tobacco, IQOS or vape products. Sellers may request proof of age.
  • Indoor public spaces: banned in all enclosed public areas, schools, universities, hospitals, sports facilities and mosques.
  • Dubai outdoor spaces: public parks, beaches and recreational areas are non smoking.
  • Shisha cafes: cannot operate within 150 metres of residential buildings, schools or mosques.
  • Vehicles: banned in private cars carrying a child under 12 years old, and in public transport when children are present.
  • Excise tax: applied since 2017 to tobacco, IQOS Heets and Terea, vape devices and e liquids. Sold prices reflect the tax.
